Hardscaping covers anything built rather than grown. In practice, that’s six categories:
Roofed and overhead work — pergolas, arbors, gazebos, covered patios — sits on our outdoor structures page. Most projects combine the two, since a pergola needs a level, load-bearing surface beneath it.
This is the part almost nobody tells homeowners before they build, and it has two separate cost consequences.
First, the permitting threshold. Portland’s Stormwater Management Manual applies once a project creates or redevelops enough impervious area. That threshold was raised from 500 to 1,000 square feet in March 2025 — but plenty of contractor sites and local guides are still publishing the old 500-square-foot figure. If someone quotes you 500, they haven’t checked since the change, which tells you how current the rest of their information is. Portland publishes the summary of changes directly.
Second, and more permanent: your utility bill. Portland’s Bureau of Environmental Services calculates residential stormwater billable area from developed surfaces — roof, driveway, walkways, and patios — and assigns each property to a small, standard, or large category. Add enough impervious surface and you can shift into a higher category, which raises your monthly bill for as long as you own the house. Two properties of identical size can pay different amounts purely because one has more paving.
Permeable pavers are the answer to both. They let water infiltrate where it falls rather than shedding it to the street, which reduces the impervious area counted against you. They cost more per square foot and need a deeper open-graded base, so they aren’t automatically right — but on a large patio in Portland city limits, that maths often works out in your favour. We’ll run the numbers with you rather than quietly pouring the cheapest option.
Two answers: the surface matters less than what’s underneath it.
On surfaces, concrete pavers are the workhorse — dimensionally consistent, individually replaceable, and freeze-thaw stable. Columbia River basalt is the regional stone, quarried locally, dense, and it grips well when wet, which matters on a north-facing path that stays damp from November to April. Flagstone looks superb and is the slipperiest of the three once algae establishes; if you want it, plan on a textured cleft finish rather than a smooth one.
On base construction — which is where Portland hardscapes actually fail — Willamette Valley clay is the problem. Clay holds water and moves, and over a few winters it migrates up into an aggregate base, contaminating it and letting the surface settle unevenly. The fix is a geotextile separation fabric between subgrade and base, plus a deeper base than a sandier region would need, compacted in lifts rather than all at once. Skipping the fabric is invisible on handover day and obvious in year three.
Two more details that separate a lasting install from a cheap one: a proper edge restraint so the perimeter pavers can’t creep outward, and polymeric sand in the joints rather than plain sand, which washes out in our rain.
One thing to expect and not panic about: new concrete pavers often develop a white haze in their first year. That’s efflorescence — mineral salts migrating to the surface as the units cure. It’s normal, it’s cosmetic, and it weathers off.
For a straightforward paver patio, plan on one to two weeks on site: excavation, base placement and compaction in lifts, laying, cutting, edge restraint, and jointing. Retaining walls take longer, because drainage behind the wall and proper backfill can’t be rushed.
What extends a timeline is rarely the building. It’s permitting and engineering. Retaining walls above roughly four feet, or any wall carrying a surcharge such as a driveway above it, need engineering and review. Anything triggering stormwater review adds weeks of plan review before a shovel moves. Outdoor kitchens with gas or plumbing need trade permits regardless of the masonry.
Weather is the other variable. We build hardscape year-round where conditions allow, but excavating and compacting a base in saturated clay between November and March is slow and hard on the rest of your yard. Design and permit over winter, build from spring — that sequencing gets a better result for the same money.
The honest answer surprises most people: the cheapest work returns the most, and the showpieces return the least.
The National Association of Realtors and the National Association of Landscape Professionals publish cost-recovery estimates for outdoor projects in their Remodeling Impact Report. Of the hardscape-adjacent projects:

So a paver patio and a built-in outdoor kitchen recover close to what they cost, while fire features and landscape lighting — the two things clients ask for most by name — recover a little over half. Meanwhile routine lawn care and seasonal maintenance top the entire list.
Three caveats worth stating plainly, because most contractor sites quote the 95% figure and stop. These are national estimates, not Portland ones. They reflect what Realtors estimate at resale rather than appraised value. And other datasets using different methodology put patio recovery considerably lower — so treat the numbers as directional, not as a forecast for your address.
The practical read: build the patio because you’ll use it for fifteen years, not because it pays for itself. If resale genuinely is the driver, a well-built patio plus a maintained landscape is the efficient combination — and the maintenance side is the cheapest lever available.
